The role of the position
The Principal Policy Officer leads and manages strategic policy development and the provision of high quality, timely advice on Department, State and Commonwealth policy, priorities and national and international education.

Key duties of the position
1. Effective and efficient high-level research and critical analysis is undertaken of local, national and overseas education issues and trends.

2. High level advice is provided on reviewing and evaluation of strategic education, programs, projects, policies and initiatives.

3. High level advice is provided to assist in the Department’s strategic planning processes including consultation, development and monitoring of strategic planning.

4. Departmental and cross-sectoral policies, guidelines and procedures on strategic education related issues are developed.

5. High level advice on policies, priorities, reports, trends and strategic initiatives to the Minister, Corporate Executive and other agencies and organisations is provided.

6. Ministerial correspondence, speeches, reports, submissions and policy briefings on education related matters is prepared.

7. Appropriate communication networks at Departmental, State and national levels are established and maintained which support the development of strategic policies and policy advice.

Selection Criteria
Applicants are required to possess a tertiary qualification in a relevant discipline.

1. Extensive knowledge of and experience in the development of strategic government policy.

2. Extensive knowledge of and experience in the coordination and provision of high quality advice on complex matters.

3. High-level verbal, and written communication, and presentation skills including preparation of complex reports and briefing papers.

4. High-level interpersonal and negotiation skills and the demonstrated ability to liaise effectively with officers at all levels both within and between organisations.

5. Extensive knowledge of current state and national education issues, trends, policies and systems,

6. Demonstrated understanding of public sector legislative requirements and associated administrative processes.

For any Expression of Interest of less than 6 months duration, the Department applies the Temporary Deployment (Acting) Standard. For vacancies in excess of 6 months, the Recruitment, Selection and Appointment Standard is applied. The Department of Education and Training reserves the right to withdraw or amend the term of appointment to any expression of interest to meet business needs, with any appointment subject to a two week termination provision.

As per Approved Procedure 4 issued by the Department of the Premier and Cabinet, where a vacancy is to be for a period in excess of 6 months, and a fixed term contractor is the preferred applicant, an appointment of that contractor can only be made for a period up to six months. The remaining period of the vacancy must be re-advertised on JobsWA for the fixed term contractor to be eligible for consideration.
